If ticked, this specifies that all users can view this sort order by default (provided they have the basic privilege to view sort orders).
If this field is not ticked, then access to the underlying data is controlled by adding user groups onto the User Groups grid.

By default, the permissions to access stream data is set in System Configuration → Allow access to data by default. You can add specific user groups to restrict access to the stream view order; see Common Properties → Access Permissions.
